Revert r1700845 for more scripts.

The shebang situation for Windows seems to be a bit odd. Revert the
change in all the cases where it is likely to cause trouble.

Fix some perl shebangs.

Attempt to clean up most but certainly not all the spelling
mistakes that found home in OpenOffice through decades. We
could probably blame the international nature of the code but
it is somewhat shameful that this wasn't done before.
