pre-commit whitespace cleanup for `.component` files (#398)

Enforced 3 hooks for `.component` files:

- end-of-file-fixer
- mixed-line-ending
- trailing-whitespace

Port main/accessibility to gbuild.

Get rid of the java_accessibility.jar which did nothing.
