pre-commit auto remove trailing whitespace from C files (#386)

Another big whitespace clean up

Re-enable some Date svn:keywords.

These all pre-existed in the code, probably from CVS/SVN days, and it is
convenient to let Subversion handle them directly.
These should have no effect on the buil
