Enhance gb_LinkTarget_set_*_optimization functions to allow multiple
targets to be specified.

Convert optimization overrides in the gbuild library makefiles to
use gb_LinkTarget_set_

use gb_LinkTarget_set_*_optimization.

There should be no functional change.
